Interview Questions: Unbalanced Bidding

Questions that might reveal unbalanced bidding include:

  • Do you know or suspect, or have you heard, that any bidder has received inside information not available to other bidders, such as that certain line items will not be called for after contract award?
  • Have there been complaints by bidders that the contract specifications are incomplete, vague or ambiguous?
  • Have there been instances of wide disparities in bid prices and proposed solutions (because of vague or inadequate specifications?)
  • Have there been instances in tenders involving vague or inadequate specifications that one bidder closely met cost estimates or favored solutions?
  • Have any winning bidders submitted unreasonably low bids on line items that were later dropped?
  • Are controls and procedures to prevent unbalanced bidding in place and enforced?
