Red Flag: Failure to Make Bidding Documents Available

Project officials can reduce competition and exclude qualified bidders by limiting access to bidding documents, usually as the result of corruption.

This can be accomplished by, among other methods, refusing to sell the documents to certain bidders, physically preventing the bidders from purchasing them, increasing their cost or falsely claiming that they are unavailable.
