Interview Questions: Leaking of Bid Information

Questions that might reveal leaking of bid information include:

  • Do you know or suspect, or have you heard, that inside information is being is being leaked to bidders?
  • Are there instances or a pattern of:
    • Winning bids being very close to budgets or estimates?
    • The winning bidder being just under the next lowest bidder?
    • The late bidder being the low bidder?
    • Accepting late bids?
  • Are bids ever opened prematurely?
  • Is a questionable “consultant” or “middleman” involved in the procurement process?
  • Do any project officials involved in the bidding process fraternize with or accept gifts or favors from any bidders?
  • Do any such officials appear to live beyond means?
  • Are there instances of winning bids containing information that is maintained in company or agency files, but that is not available to the general public?
  • Are controls and procedures to prevent the leaking of bid data in place and enforced?
